
During the regular session held last Wednesday night (June 11), the Araranguá City Council approved Preliminary Bill No. 046/2025, authored by the president of the House, Councilman Paulinho Souza. The Bill provides for the creation of the Public Lottery Service in the municipality, which may be operated directly by the Executive or under a concession regime.
The bill states that the lottery may explore any modality permitted under federal legislation, with bets available both at physical locations and on digital platforms.
All operational costs will be covered by the funds raised through the lottery itself, with no direct impact on public finances. The regulation and oversight of the service will be under the responsibility of the Municipal istration Department.
According to the text, the net profits generated by the lottery will be primarily allocated to ing individuals with Autism Spectrum Disorder (ASD), ensuring that 100% of the remaining revenue is invested in this public policy.
Additionally, unclaimed prize amounts will also be directed toward these initiatives. The proposal includes strict mechanisms for control, security, gambling addiction prevention, and anti-money laundering efforts.
To operate the service, interested companies must meet a series of technical and legal requirements, such as possessing specific certifications, developing their own regulations, and paying a concession fee to the municipality. It will be mandatory to establish a special purpose company to manage the lottery, with independent auditing and direct supervision by the Finance Department.
With the approval and future implementation of the service, the municipality will gain a new source of revenue.
Councilman Paulinho Souza highlighted the social impact of the proposal: “The idea is to create a revenue stream to the large complex that will be established in the Divinéia neighborhood, in the former UCCA building, focused on serving people with autism.”
“There are already municipal lotteries in other cities, and if the mayor considers it viable, he may transform this preliminary bill into law. 100% of the profit will go to people with autism and families with children affected by the disorder. We want to ensure a permanent income for the municipality that will allow us to offer these children the best professionals and the quality they deserve,” he concluded.
